California College Promise Grant
The California College Promise Grant (CCPG), formerly known as the Board of Governors
Fee Waiver (BOG), helps eligible students cover their enrollment fees at California
community colleges, making higher education more accessible. For qualifying students,
the CCPG waives the $46 per unit enrollment fee, significantly reducing the cost of
attending college.
Eligibility Requirements
To qualify for the California College Promise Grant, students must meet the following
criteria:
- California Residency: Students must be California residents, as determined by residency rules, or meet AB 540 requirements.
- Enrollment in a California Community College: Only students enrolled in a California community college are eligible.
- Financial Eligibility: Each CCPG type has specific financial requirements.
Types of California College Promise Grant
The CCPG offers three types of fee waivers, each with distinct eligibility standards:
Type A (CCPG A)
CCPG A is awarded to students who receive certain forms of public assistance. You
may qualify for CCPG A if you or your family currently receive one or more of the
following:
- Temporary Assistance for Needy Families (TANF)
- Supplemental Security Income (SSI)
- General Assistance (GA)
Required Documentation: Proof of current public assistance is needed to verify eligibility for CCPG A.
Type B (CCPG B)
CCPG B is based on income standards set by the state of California. To qualify, a
student’s family income must fall within specific limits based on family size, which
are updated annually.
Income Standards: Income limits are determined by the number of people in a student’s household, with
annual adjustments to reflect current economic conditions.

Type C (CCPG C)
CCPG C is awarded based on a student’s unmet financial need, which is calculated using
the FAFSA (Free Application for Federal Student Aid) or the California Dream Act Application
(CADAA). Eligibility depends on the student’s Student Aid Index (SAI) and Cost of
Attendance (COA).
Eligibility Requirements:
- Students must demonstrate financial need as assessed by the FAFSA or CADAA.
- The grant is awarded based on the student’s level of financial need after all other resources are considered.
How to Apply for the California College Promise Grant
To apply for the CCPG, students are encouraged to complete the FAFSA (Free Application for Federal Student Aid) or the California Dream Act Application (CADAA) as soon as possible. These applications determine eligibility for range of financial

Refund and Recovery of Enrollment Fees for the California College Promise Grant (CCPG)
Note: If a student retroactively demonstrates eligibility for a CCPG fee waiver at any
time before the annual deadline, they may request a refund of enrollment fees previously
paid, even if one or more terms have been completed. To initiate this process, students
can complete an Application for Refund of Enrollment Fees, which is available here or at the Admissions and Records Office, Building 700 (1st Floor).
- If a student becomes ineligible for a Promise Grant after receiving a fee waiver, Chabot College reserves the right to pursue recovery of any ineligible fees. Fee waivers that were previously granted based on incorrect information from an earlier FAFSA, CADAA, or Fee Waiver Application may be subject to reversal. If corrected information indicates that a student does not meet eligibility requirements, fees may need to be repaid to the college.
- If you qualify for a Promise Grant fee waiver by the deadline and have already paid registration fees, you may be eligible to receive a full refund for those waived fees. Refunds are processed only within the current academic year.
- In the case that a student retroactively demonstrates eligibility for a fee waiver during the academic year, the college may reimburse fees previously paid. However, if a student becomes ineligible after receiving a CCPG fee waiver, the college may pursue recovery of the ineligible fees.
Important Information About Maintaining CCPG Eligibility
To retain eligibility for the CCPG, students must meet certain academic and progress
standards:
- Academic Progress: Students must maintain a minimum cumulative GPA of 2.0.
- Course Completion: Students are expected to successfully complete at least 50% of the coursework they attempt.
Loss of CCPG Eligibility
Students who fail to meet these standards for two consecutive primary terms (fall
and spring) risk losing their CCPG eligibility. If a student loses eligibility, the
enrollment fee waiver may no longer apply.
Regaining Eligibility
Students may regain eligibility by:
- Improving academic standing: Raising GPA or completing a higher percentage of attempted courses.
- Filing an appeal: Students facing extenuating circumstances (such as illness, emergency, or disability) may appeal the loss of eligibility to the college.
