Elsa started her community college career at Chabot College in 2013 as a Professional Expert training foster parents with the Foster Care and Kinship Education (FKCE) program. In 2017, she became the full-time Counselor/Coordinator for the CalWORKs and Guardian Scholars programs. During the pandemic, Elsa served as the interim lead for the Title V Hispanic Serving Institution Grant and managed the daily operations of El Centro, a one-stop bilingual student resource center.
She co-founded and facilitated the Indigenous Peoples Education Association, co-lead the 10x10 Black Student Villages on Financial Literacy/Basic Needs and served as president for the Chicano/Latino Education Association.
Elsa is a Licensed Clinical Social Worker and first-generation college graduate with a Masters in Social Work from California State University, Hayward, and a Bachelor of Arts degree in Social Welfare from the University of California, Berkeley.
